What is NRAP?

NRAP stands for National Rural Access Program  and National Rural Access Program (NRAP) is one of the National Priority Program (NPP-3) within National Unity Government (NUG), the Program is implemented by the Ministry of Public Works (MoPW) and the Ministry of Rural Rehabilitation and Development (MRRD) and overseen strategically by the Ministry of Finance (MoF).

 

What are NRAP objectives?

  1. Providing year-round access through quality rural road network that retains all villages connected to basic services, such as markets, health care and education centres.
  2. Providing employment opportunities through using labour-intensive methods and a private sector-led approach in both maintenance and rehabilitation works.
  3. Enhancing the capacity of communities and private sector to manage, deliver and maintain public transportation facilities through on-the-job capacity development.

 

NRAP Focuses on what?

NRAP focuses on three basic conceptual principles namely;

  • Connectivity:  the objective of any road
  • Quality: To upgrade functions of access to operate within engineering standards.
  • Sustainability: To maintain required level of services of roads network to sustain its economic life, quality of services and connectivity.

What is NRAP Achievements to date?

Summary of Achievements to Date is as below:
  • Reconstruction and renovation of rural roads: A total of more than 15000 km of roads have been rehabilitated in 358 districts of 34 provinces.
  • Construction and rehabilitation of rural infrastructures: NEEP/NRAP has either constructed or rehabilitated 384 small irrigation schemes, 95 schools, 14 clinics, 44 drinking water storages, and 204 dug wells with hand pumps.
  • Employment opportunity creation: Through the rehabilitation and renovation of the above-mentioned activities, a total of 19 million labour days generated.
  • Winterization: To date, 10,900 km road were cleaned of snow to keep the roads open.
  • Maintenance: To date, 1,051 km road were maintained to keep them in usable condition.
  • Construction and rehabilitation of bridges and transportation infrastructures: Bridges with total length more than 10,000 and several structures (e.g. culverts, washes and retaining walls) with total length of 367,000 m.
  • Training of ex-combatants through NEEP/RAL project: Under NEEP, the Disarmament, Demobilization and Reintegration/Rural Livelihood Support (NEEP-DDR/RLS) project was launched in August 2004 to provide livelihood opportunities to demobilized soldiers. During implementation of this project a total of 3932 ex-combatants have been completed their training in project management, road survey, supervision, and craft skills.
  • Capacity Building: In the past technical training sessions has been conducted for more than 1,500 NRAP MPW and MRRD employees. Currently NRAP has planned to promote its HR and contractor capacity as well as provide opportunity for internship students and fresh graduate engineers.
